Base (eip155:8453) is canonical and always accepts[0]. Extra rails are opt-in. Polygon (eip155:137) is gated by an activation record, not the env flag alone — after a failed canary, X402_POLYGON_ENABLED=1 advertises nothing unless config/x402-rail-activations.json (or X402_POLYGON_ACTIVATION_RECORD) attests Amoy Layer 3 passed ≥3× and a mainnet smoke tx is documented (or an emergency override is set).
