[TWEAK]: Reassign Laika as a Generic Station Pet

About the PR

Updated the sprites for Laika (secdog in general) to make her not a security departmental pet. Changed the description of the base secdog and Laika.

Removed Laika's starting loadout (shielded sunglasses) and made the secdog able to have *Bags equipped in it's belt slot. It can now serve in any department that makes use of bag storage to carry things, like logistics with the mail/ore bag, botany or engineering.

Why / Balance

Requested player feature to remove the security dog from security. Respriting her and is the first step towards this. We will migrate Laika out with a replacement security pet once one has been sprited, and then she will be free to map to any department.
