It was possible for path hints to select locations which should have been reserved for location hints if
use_always_hintswas enabled. This fixes the issue by selecting these specific location hints first so path hints (and other subsequent hint types) don't pick them). Of note, if Ho Ho Hints Triforce Shards is turned on, and a Triforce Shard is at an always location, then both Ho Ho and the always hint will hint the location.
