Adds a self-contained Spam Risk Checker V1 tool under the isolated tools folder.
Includes a lightweight deterministic scoring service, folder-local Vitest coverage, local fixtures, and contributor-facing documentation.
Keeps the change isolated from the main app shell, routing, and inbox architecture as requested.
Verification: npx vitest run tools/v1/individual/spam-risk-checker/tests/spamRiskChecker.test.ts (4/4 tests passing)
