This is to allow the starlink-pyhds package to be used instead. This package is located on github at htps://github.com/sfgraves/starlink-pyhds. Also incremented the version number from 0.2->0.3 as a result of this change.
This fixes the problem with 'hds._transfer' not recognising the locator from ndf.xloc. I'm not 100% sure if this is a good idea, but it works under python2.7 and python3.5
