Clean replacement for the salvageable source-only part of PR #6.\n\nAdds scripts/eth_sensitivity helpers for candidate-matrix generation, QSF Ethernet assignment inspection, STA Ethernet timing-line extraction, and a local validation plan. This branch intentionally excludes the broad unsafe PR #6 content: no generated artifacts, binaries, workflows, SOFs, VCDs, vendor files, deleted docs, or unrelated firmware/RTL churn.\n\nValidation run locally:\n- python -m py_compile scripts\eth_sensitivity\build_candidate_matrix.py scripts\eth_sensitivity\eth_qsf_checklist.py scripts\eth_sensitivity\eth_timing_parser.py\n- python scripts\eth_sensitivity\build_candidate_matrix.py\n- git diff --check -- scripts/eth_sensitivity\n\nRemaining local validation:\n- Run helper scripts on passing/failing Quartus reports\n- Use the local validation plan on bench candidates
