TIP_BOT_WALLET was shipping a real RTC address instead of a placeholder. New contributors copying .env.example could accidentally send real payouts to this address. Replaced with RTCxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxx placeholder and added comment about using secrets manager. Fixes Scottcjn#7483
