Description
Adds end-to-end Cypress tests covering the saving and re-loading of user-defined layouts.

Notes
These tests will run on the pipeline using the local implementation of layout management. An extra step should be added to the GitHub action to adjust the environment variable and re-run the tests using the remote implementation.
