Free-first-month eligibility — aligned UI ⇄ backend

  • Enterprise apps: free first month offered only to brand-new customers (no prior fluxappregister); no git-repo comparison.
  • Non-enterprise apps: offered unless the same git repo was already registered.
  • Both the UI and the appsMonitor backend now read the owner's history from /apps/permanentmessages and compare repos by canonical identity (host/owner/repo, ignoring scheme, credentials, www., .git, trailing slashes and case).
