docs(stage2): correct S2-RO-08 integrated status

Summary

Correct stale lifecycle/status wording in the canonical S2-RO-08 command-policy documentation. Exactly one documentation file changes; no production or test code changes.

Lab2 compatibility result

S2-RO-08 Lab2 classification: REUSE_UNCHANGED.

Existing production command policy supports valid Lab1 and Lab2 requests unchanged. Both resolve to the same immutable command specification. No Lab2-specific command policy, command, parser, or external data is required by S2-RO-08 for command-policy compatibility.

Preserved command contract

• Operation: mikrotik.vrrp_status
• Command policy version: policy.stage2.vrrp-readonly.v1
• Exact command: /interface vrrp print detail
• read_only=True
• execution_authorized=False

Command selection remains operation-based, not target-based. No fallback, wildcard, caller-provided command, or target-specific command variant is introduced.

Safety boundary

S2-RO-08 remains offline and non-authorizing. It does not execute commands, open SSH, access credentials or known-host trust, consume replay, verify Owner approval, or contact Lab1 or Lab2.

This PR does not prove Lab2 live RouterOS output compatibility, S2-RO-09 transport compatibility, SSH readiness, runtime composition, or live execution.
