Record the relicensing decision in docs
Introducing a perpetual right to relicense contributions is a long-lived licensing-policy decision, but its rationale currently exists only in the commit message. Future maintainers evaluating or changing the commercial-licensing model will not have that context in the repository; add a dated decision document explaining the grant's scope and rationale.
