Motivation
Add package manager installed ROCm docker image. Reusable for per category CI workflow, inheriting previous mainline workflows.
Technical Details
Add a ubuntu 24.04 based ROCm-installed image. Installs 7.14 for all supported archs.
Add version tagging for the new image only.
Add license statement to dockerfiles.
