Sets the release version to 0.4.5 (Cargo workspace + ui) and updates the CHANGELOG header. Also documents the MSIX install-size ACL limitation in applications.rs (the two other logged minors — macOS 'app' AppSource + stale source docs — were already fixed in Phase 7). Prereq for tagging v0.4.5, which builds Windows NSIS + macOS dmg + Linux deb/rpm/appimage.
