improve RCON

[Commandcracker]

Description

• Fix max connection counter
• Fix command output not working at all
• Add more logging
• Change address to localhost so if you want to expose RCON you need to explicitly do it
• Log the actual command executed
• Add small RCON client to pumpkin binary Add cli, Add rcon client to cli #6
• Timeout IP's to have some protection against brute force
• Fix RCON Inconstancy, It turns out the vanilla Minecraft implementation of RCON is not "correct"
