Keep the missing-config retry and no-ack contract in FlowSafe before the Fleet Control package leaves Anchorage.
Remove package source, package-specific conformance, documentation, root checks and release wiring after the source transfer. Retain shared FlowSafe contracts and their coverage.
Completes the reviewed CP-E removal. The previous pathspec rejected a deleted path after those deletions were already staged, leaving the modified configuration and docs for this separate commit.
The starter no longer contains the deleted deployment conformance files, so package navigation now points only to existing responsibilities.

Summary
Promote the reviewed Fleet Control retirement from
devtomain. The package source, dedicated fixtures, documentation, and publishing path leave this repository; shared FlowSafe and Breakwater contracts remain.Release state
This removal has no changeset and does not publish a new package version. The published Fleet Control tarballs remain available until the separately gated npm deprecation.
Verification
devchange passed local lint, typecheck, build, docs, release, packed-package, workerd spike, and workflow checks.mainbranch requires averifystatus. Local results do not bypass that rule.🤖 Generated with Codex
