R6.4: continuation harness and unclaimed Eval evidence

Refs #245. Continuation after 9961798-r64-accept and f1e38a0-r64-continue. This does not close the tracker, and it does not start R6.5.

Summary

Head 1cb420011ae9f1ac9826a9aba1314f7c7ad75149 is a harness fix on top of c9a7e4c1450bd9dc009f223cf6a70d22fc9ecfbc. Evidence id f1e38a0-r64-continue stays as written. No new guest result is recorded. R6.1 and R6.4 stay unchecked. R6.5 and overall R6 stay open. A3 / R4.4 stay deferred. #245 stays open.

The product UpgradeCode remains A512B91F-1883-40FD-8EDB-5B8C5708DEEA. Installer version stays 0.1.0. No older ProductVersion is invented, so downgrade, n1-upgrade, and rollback-upgrade stay not_run.

Harness

• offline-install: an empty IPv4 and IPv6 default-route table is offline. Get-NetRoute uses SilentlyContinue, so an empty table is not an indeterminate skip. The probe is $null only when NetTCPIP cannot load.
• gui-install: the session id must still be greater than 0, and the process must be user-interactive. The skip note names that gate.
• non-admin: an elevated or SYSTEM parent still creates fixture user alice. It starts the Secondary Logon service, then starts msiexec with LogonUser and CreateProcessAsUser (batch logon, then interactive). If that cannot start the process, it falls back to CreateProcessWithLogonW and then a one-shot scheduled task as alice. A start failure note includes the Win32 code and omits the password. non-admin.err is still written.
• beta-conflict: the product refusal (exit 1603 and the unsigned-beta marker) is unchanged. Beta CheckStopped and PreparePolicy both run on REMOVE before StopServices and both require a stopped service, which matches packaging/beta/INSTALL.md. The harness force-stops winunitd and waits until it is stopped before msiexec /x. If removal fails, it force-stops again and records the remove exit. The beta package is not changed.

Native continuation f1e38a0-r64-continue

Unclaimed Windows 11 Enterprise LTSC Evaluation (Eval), Client, build 26100.9168. Agent-driven jobs ran as SYSTEM, interactive false, no console session. This guest does not fill Windows 11 Enterprise or Windows 11 Enterprise LTSC. The prior SYSTEM subset was not re-run.

Tests

go test ./tests/installer/ ./internal/version/ passed. With PowerShell on PATH, TestQuietInstallSpecIsOneElevatedCase also passed. The fixture LogonUser helper compiled with mcs, and acceptance.ps1 parsed.
