Description of Changes
I don't know how I forgot to add these on the PR adding the dismiss dialog but this just adds the focus reset and WantsToCloseMenu calls that were missing from the RA login popup, and adds it to AreAnyDialogsOpen
Rationale behind Changes
Because you couldn't move around the UI after you logged into RA
