ci: stop running the suite three times per pull request - #584

Every Build & Test leg already runs typecheck, verify:release and the full suite. The Release Verification Gate now runs release-verify.sh with --skip-suite (build plus the CLI checks), and SDLC verify runs the journey steps only (build, packaged smoke, dashboard e2e). Check names are unchanged.
…help The SDLC verify job runs only the steps marked as journeys, so the build step is now pinned alongside the packaged smoke and dashboard e2e. --help prints the usage block only, and --quick is described as what it runs (typecheck and build).
