Create new GHA for checking for Linked Issues #2
Description
The action should perform a simple check - if the Pull Request is associated to an Issue, it passes. If not, it should fail.
This will allow us to enforce that every pull request is attached to at least one GitHub Issue, regardless of how the linkage is actually done (there are several ways, some of which are in Public preview).
