Allow HA configuration

It might be required to have custom HA values when the defaults are not suitable for the environment. The idea is to have this configuration to be customizable in the inventory when an HA configuration is declared.

Since cfgtool was introduced it became possible to configure anything you want in oned.conf. We could do here a simple "passthrough", for example https://github.com/OpenNebula/one-deploy/blob/master/roles/opennebula/server/tasks/config.yml#L234-L252 user could provide the "actions" structure inside inventory, we'd have to just assert that variables that we already manage otherwise are not touched. Would that work? 🤔

Sounds great. If I understand correctly, does this mean we can do any oned config whatsoever ? provided that the assertion passes. If so, in the readme it would be nice to have "typical" examples. For example level 5 debug or increased log call format, besides this use case which is the reason for the development.

Yes exactly, the parser should allow for any modification (assuming there are no show stopper bugs), here are unit tests for the python version https://github.com/sk4zuzu/one-parse/blob/main/python/test_one.py 👍😇
