Documents basic usage and features of the new power subcommand in the README. Content is adapted from the command's own help output. This probably should've been part of #112, but here we are.

Happy to add further details if we think that'd be appropriate.

Can you update the TOC to add this section? Also, could you add a line in the "Main Features" section briefly describing the feature?
