You added migration-related changes in the pre-commit commit, then later reverted those changes and added them again in the migration commit.
I think you should review this documentation: https://github.com/OCA/maintainer-tools/wiki/Migration-to-version-19.0#how-to and also check some properly structured migration PRs for reference.
