The change removes four quantized FlashInfer TRTLLM-Gen MoE leaves and their provider-specific eligibility gates. Quantized formats now resolve to native TRTLLM leaves. The unquantized BF16 FlashInfer leaf remains.
The change removes TRTLLM_GEN_FUSED_MOE_USE_FLASHINFER, quantized methods from FlashinferOpBackend, provider-pair lookup helpers, and NVLinkTwoSidedFlashinfer. The communication factory API no longer accepts use_flashinfer; two-sided NVLink now selects native NVLinkTwoSided. Callers that use removed APIs or implementations require updates.
The NVFP4 padded-method check is now explicit in fp4_block_scale.py. It includes SiTu, Relu2, and Silu. The change also removes a FlashInfer-specific exclusion from shared-expert fusion eligibility. Verify these paths, as well as use_low_precision_moe_combine behavior for BF16, on supported configurations.
The author reports B200 test results and multi-GPU BF16 results, but these are not verified as completed checks on the current head. Reported CI statuses are mixed, with both successful and failed or unstable pipelines. Current-head test and CI results: not available.
QA Engineer Review
Modified tests cover TRTLLM-Gen leaf identity and lookup, removed-flag warning behavior, backend selection, communication-factory selection, and MoE communication cases. The changes remove tests for quantized FlashInfer selection and FlashInfer two-sided communication. They also adjust native communication top_k cases and remove the BF16 NVLink two-sided skip. The supplied results report fewer test_moe_comm.py collection cases than base; verify that removed cases apply only to the deleted implementation.
Test-list evidence shows test_communication_factory.py in the A10 and RTX Pro 6000 CI lists, test_moe_comm.py in the GB200 multi-GPU CI list, and TRTLLM backend and MoE module selections in B200 and B300 CI lists. The search did not find test_moe_impl.py in the integration lists. No changed test-list files are in the diff. Coverage verdict: needs follow-up.

Description
The TRTLLM MoE backend had two providers for most quantized formats: the native trtllm ops and FlashInfer's TRTLLM-Gen wrappers. The four FlashInfer leaves (nvfp4, fp8_block_scales, w4a16_mxfp4, w4a8_mxfp4_mxfp8) were only selectable behind the TRTLLM_GEN_FUSED_MOE_USE_FLASHINFER=1 opt-in, which nothing in the repo, test lists, examples or perf configs sets. The only test that ran them pinned the class directly.
The native leaves fully cover them. Both providers share the same quant methods, so weight layouts are identical, and the native leaves admit a strict superset of problems:

This PR removes:
The four quantized FlashInfer leaves and their eligibility gates (check_flashinfer_provider, check_mxfp4_flashinfer_shape).
MoEEnvFlag.TRTLLM_GEN_USE_FLASHINFER (TRTLLM_GEN_FUSED_MOE_USE_FLASHINFER). Setting it now has no effect; quantized formats always use the native leaf. collect_moe_environment() logs a one-time warning when the variable is still set, and the 1.4 release notes record the removal.
The quantized methods of FlashinferOpBackend (it keeps only run_bf16_moe), and the provider-pair lookup helpers trtllm_gen_leaves_in_resolution_order / _providers_to_try.
NVLinkTwoSidedFlashinfer, a port of the native MnnvlMoe two-sided alltoall that was only chosen for FlashInfer leaves (use_flashinfer). The unquantized leaf now uses the native NVLinkTwoSided, which also lifts the FlashInfer version's top_k % 8 == 0 row-alignment restriction.
Behavior change for the unquantized leaf: on native NVLinkTwoSided the BF16 leaf now honours use_low_precision_moe_combine (an NVFP4 combine of the BF16 output, as CUTLASS BF16 layers already get on this strategy), where NVLinkTwoSidedFlashinfer asserted it off. So TRTLLM_FORCE_COMM_METHOD=NVLINK_TWO_SIDED plus that knob used to fail at startup for the BF16 leaf and now runs, and auto-selection no longer falls through to the next strategy; this reaches, for example, the unquantized MTP layer of a DeepSeek NVFP4 checkpoint with moe_backend: TRTLLM. Whether the knob should apply to unquantized layers at all is a cross-backend question left to the per-layer quant config work (#20768).
Kept:FlashinferTrtllmGenBf16Impl. TRT-LLM's trtllm-gen cubins include no bf16 x bf16 batched GEMM, so the unquantized TRTLLM path still needs FlashInfer's trtllm_bf16_moe. Each TRTLLM-Gen format now has exactly one leaf. MoEDep.FLASHINFER stays for the SM120/121 B12x backend.
MOE_DEVELOPER_GUIDE.md and the trtllm-moe-develop skill reference are updated to match. No LLM-args or serve-schema changes.
Test Coverage
Run on B200 at 9af3639b11 (this branch rebased onto main a7e88dee4a; the current head 6acb8d681e is the same three commits rebased onto main d271729943 for unrelated CI fixes and a release-notes conflict, and test_moe_impl.py + test_communication_factory.py were re-run there: 395 passed) against the L0_PostMerge/3055 main wheel (source commit 2a8d8e46f6, 7 commits behind the base with no _torch/moe changes in between, FlashInfer 0.7.2), with this PR's _torch/moe overlaid, compared to the unmodified wheel with base-commit tests:
tests/unittest/_torch/moe/test_moe_impl.py + test_communication_factory.py: 395 passed (base: 425). The difference is exactly the parametrizations of the four deleted leaves and the removed or renamed tests.
test_moe_backend.py -k "TRTLLM or trtllm or bf16 or BF16": 83 passed / 16 skipped, same passed set as base.
test_moe_module.py -k "TRTLLM or trtllm or bf16 or BF16" (single GPU): 67 passed / 513 skipped, same passed set as base. The 10 extra skips are the BF16 NVLINK_TWO_SIDED multi-GPU cases that exist now that the top_k % 8 skip is gone ("needs 4 GPUs").
test_moe_comm.py (collection only, multi-GPU): 36 cases vs 41 on base; the 5 missing are exactly the NVLinkTwoSidedFlashinfer cases, native strategy cases unchanged.
BF16 TRTLLM on native NVLinkTwoSided (4x B200, test_configurable_moe_multi_gpu, TRTLLM_TEST_MOE_CI=0, quant=None, comm=NVLINK_TWO_SIDED; measured on this PR's original commit df5efd0 with FlashInfer 0.6.18): 40/40 passed. 12 of them are DEP cases, the ones that actually construct NVLinkTwoSided; the 28 TEP/DTP/TTP cases resolve to no communication or AllGatherReduceScatter before the forced method is read. Base with NVLinkTwoSidedFlashinfer: 16/16 passed (only the top_k=8 shapes were eligible there). Since then main has changed neither nvlink_two_sided.py, communication_factory.py nor flashinfer_bf16.py, nor the all-to-all C++ ops; the FlashInfer 0.7.2 bump affects only the BF16 GEMM, which the single-GPU BF16 cases above cover.
Removed tests covered only the deleted code: the pinned FlashInfer NVFP4 accuracy test, the opt-in flag and FlashInfer-gate selection tests, and the NVLinkTwoSidedFlashinfer comm parametrizations.

Summary
Leaf behavior and eligibility tensorrt_llm/_torch/moe/fused_moe/trtllm_gen/*
Eligibility and quantization code reflect native leaves for quantized formats and a FlashInfer leaf for BF16. Four quantized FlashInfer leaves and their provider and shape checks are removed. NVFP4 method selection now checks act_alpha and the SiTu, Relu2, and Silu activations directly.
Leaf resolution and execution tensorrt_llm/_torch/moe/fused_moe/trtllm_gen/__init__.py, tensorrt_llm/_torch/moe/fused_moe/moe_resolution.py, tensorrt_llm/_torch/moe/fused_moe/moe_op_backend.py, tensorrt_llm/_torch/moe/fused_moe/impl_environment.py, tests/unittest/_torch/moe/*, tests/microbenchmarks/bench_moe/*
Leaf lookup no longer accepts a provider argument. The resolver no longer includes quantized FlashInfer leaves, and the FlashInfer op backend retains its BF16 runner. The removed environment flag now triggers a once-only warning when set. Tests, benchmarks, and guides describe the revised leaf set.
The guides describe native quantized leaves and a FlashInfer BF16 leaf. The release notes document removal of the opt-in variable, quantized FlashInfer wrappers, and FlashInfer two-sided NVLink all-to-all.

Validate native count constraints before selecting NVLinkTwoSided.
EPLB accepts num_experts=8, num_slots=10, and ep_size=2. The BF16 backend supports separated routing, so the forward path can reach prepare_dispatch. The native operator then rejects slotCount=10 because it requires counts divisible by four. Add the validation to the NVLinkTwoSided constructor. The existing auto-selection try/except will then fall back before forward execution.

Assert admission of each leaf’s own format.
The renamed test says each leaf admits its own format, but it only checks rejection of another format. A leaf that rejects every format still passes this test. For each impl_id, also call can_implement with the identity’s format and assert eligibility under the FlashInfer-enabled deployment. (raw.githubusercontent.com)

Thanks for the cleanup. I went through the removal leaf by leaf and it holds up: each deleted FlashInfer leaf admitted a subset of what its native sibling admits, both providers use the same quant methods (so weight layouts match), the inlined NVFP4 padded-method check is the deleted helper verbatim, the BF16 leaf gets the same dispatch/combine data from native NVLinkTwoSided as from the FlashInfer port, and nothing in the tree (or on current main) still references the removed classes, the flag, the helpers or the use_flashinfer= argument.
Required (R1). Heads-up on overlapping open PRs, so the merge order is agreed: (1) #19806 (approved) conflicts with this PR in four files, including a modify/delete on trtllm_gen/flashinfer_fp8_block_scales.py, and its new cpu_only test test_trtllm_gen_fp8_block_scales_rejects_non_gated_activation is parametrized over FlashinferTrtllmGenFp8BlockScalesImpl and sets MoEEnvFlag.TRTLLM_GEN_USE_FLASHINFER, both removed here; whichever lands second has to drop that leaf, the parameter and env_flags, or the CPU pre-merge stage fails at collection. (2) #20768 (already has the full-pre-merge label) conflicts in test_communication_factory.py. (3) Draft #21212 edits the deleted nvlink_two_sided_flashinfer.py. Could you link them and agree on an order with their authors?
Required (R1). A few things in the description no longer match the branch: (1) Test Coverage says there are no _torch/moe changes between b96ba434e8 and this PR's base. That held for the original base 14765c7d98, but after the rebase onto 87ce6f1aa9, 40 files under _torch/moe and its tests changed in between (#20929, #21057, #20941, #20137, ...), so the 370 / 73+12 / 59+409 numbers describe the pre-rebase tree. Please re-run on 81ee87a or say which commit they are for. (2) The CodeRabbit block says test_moe_impl.py is in no CI list (it runs pre-merge through its cpu_only marker and l0_cpu.yml:129; #67076 ran it) and that fp4_block_scale.py changes NVFP4 padded-method selection (it inlines the same predicate). Please fix or drop those lines.

Blocker (B7). Dropping the opt-in is fine, but a deployment that still exports TRTLLM_GEN_FUSED_MOE_USE_FLASHINFER=1 now silently switches to the native TRTLLM-Gen kernels and the native two-sided alltoall, with nothing in the log. The flag ships in release/1.3 (and its MOE_DEVELOPER_GUIDE), and README's deprecation policy asks for a runtime warning and a release-notes entry. Could you add a logger.warning_once(...) in collect_moe_environment() when the variable is set (same pattern as the deprecated aliases in moe_comm_timeout_guard.py:262-268), saying it was removed and quantized TRTLLM-Gen MoE always runs the native leaf, plus a line in the release notes?
The reason will be displayed to describe this comment to others. Learn more.
Done in 9af3639. collect_moe_environment() now calls _warn_on_removed_env_flags(), which logs a warning_once (same pattern as the deprecated aliases in moe_comm_timeout_guard.py) whenever TRTLLM_GEN_FUSED_MOE_USE_FLASHINFER is set, whatever its value: the variable was removed, quantized TRTLLM-Gen MoE always runs the native TRT-LLM leaf, and the unquantized FlashInfer leaf uses the native NVLinkTwoSided all-to-all. The name stays in impl_environment.py with a note saying when it was removed, test_removed_flashinfer_opt_in_warns_when_set covers unset / 0 / 1, and docs/source/release-notes.md has an entry under 1.4 API Changes.

Required (R1). Worth a line in the description: besides lifting the top_k % 8 restriction, moving the BF16 leaf to native NVLinkTwoSided means it now honours use_low_precision_moe_combine (an NVFP4 combine of the BF16 output, as CUTLASS BF16 layers already get on this strategy), where NVLinkTwoSidedFlashinfer asserted it off. So TRTLLM_FORCE_COMM_METHOD=NVLINK_TWO_SIDED plus the knob used to fail at startup for the BF16 leaf and now runs, and auto-selection no longer falls through to the next strategy. In practice this reaches e.g. the unquantized MTP layer of a DeepSeek NVFP4 checkpoint with moe_backend: TRTLLM. Whether the knob should touch unquantized layers at all (it is documented as 'only for NVFP4 quantization') is a cross-backend question, maybe for the per-layer quant config in #20768, not something this PR has to settle.
The reason will be displayed to describe this comment to others. Learn more.
Good catch, BF16 TRTLLM over NVLINK_TWO_SIDED (4 GPUs, test_configurable_moe_multi_gpu, TRTLLM_TEST_MOE_CI=0): I ran them locally with that skip removed and only quant=None cases in the process (the cascade needs a block-scale case first). Native NVLinkTwoSided: 40/40 passed (DEP/TEP/DTP/TTP). Base with NVLinkTwoSidedFlashinfer: 16/16 passed (only the top_k=8 shapes were eligible there).
The reason will be displayed to describe this comment to others. Learn more.
Added to the description under "Behavior change for the unquantized leaf": the BF16 leaf now honours use_low_precision_moe_combine on native NVLinkTwoSided, so the forced NVLINK_TWO_SIDED + knob combination runs instead of failing at startup and auto-selection no longer falls through, with the DeepSeek NVFP4 MTP-layer example. Agree that whether the knob should touch unquantized layers belongs with #20768.

Required (R3). Small one, but CODING_GUIDELINES.md asks for it ("Always annotate functions. Make the return type None if the function does not return anything"): the three tests renamed here (lines 555, 633 and 784) need -> None.

Follow-up to my review of 2026-10-30: All 13 lower-priority points I left out of it still apply at 81ee87a. They are marked [Nice to have] and none blocks the merge on its own.
The reason will be displayed to describe this comment to others. Learn more.
[Nice to have] The unquantized TRTLLM-Gen leaf now takes this path instead of NVLinkTwoSidedFlashinfer, but no CI list runs that combination, so a BF16 MoE + attention-DP regression here would go unnoticed. The TRTLLM entries in l0_dgx_b200.yml:132-136 are all quantized, its EPLB entry (:145) uses -k "not None", l0_dgx_b300.yml lists only quantized TRTLLM ids, and test_moe_comm.py drives NVLinkTwoSided with a stand-in MoE; the BF16 NVLINK_TWO_SIDED module cases only exist since the top_k % 8 skip left should_skip_trtllm. Please add test_configurable_moe_multi_gpu -k "TRTLLM and None" to l0_dgx_b200.yml and get one multi-GPU run.
The reason will be displayed to describe this comment to others. Learn more.
Thanks. I'd rather not add this to l0_dgx_b200 pre-merge. BF16 multi-GPU module cases are in no CI list for any backend today, so this is an existing gap rather than one this PR opens, and -k "TRTLLM and None" pulls 36 cases onto the 4-GPU B200 stage: only the 3 DEP + NVLINK_TWO_SIDED ones reach the path this PR changes; the rest are one-sided / DeepEP, or the TEP/DTP/TTP forced variants the factory resolves before reading the method (your generator comment on moe_test_utils.py). The native NVLinkTwoSided strategy itself stays covered by the quantized TRTLLM and CUTLASS DEP cases.
Local evidence for the BF16 leaf on native NVLinkTwoSided (4x B200, test_configurable_moe_multi_gpu, TRTLLM_TEST_MOE_CI=0, quant=None, comm=NVLINK_TWO_SIDED, measured on this PR's original commit df5efd0 with FlashInfer 0.6.18): 40/40 passed, of which the 12 DEP cases are the ones that construct NVLinkTwoSided; the 28 TEP/DTP/TTP cases resolve to no communication or AllGatherReduceScatter and pass too. Base with NVLinkTwoSidedFlashinfer could only run the top_k=8 shapes (16/16). Since then main has changed neither nvlink_two_sided.py, communication_factory.py nor flashinfer_bf16.py, nor the all-to-all C++ ops; the FlashInfer 0.7.2 bump affects only the BF16 GEMM, which the single-GPU BF16 cases on the rebased commit cover (details in the description).

[Nice to have] With the use_flashinfer mirror removed above, test_moe_module.py:770 still does getattr(fused_moe, "use_flashinfer", False) on the ConfigurableMoE that create_moe returns (create_moe.py:368), so it is now always False, including for FlashinferTrtllmGenBf16Impl. Nothing fails today because _run_autotune_test only consults it with run_all_tactics=True (test_moe_module.py:355-357), but the "FlashInfer has no capture/replay" exclusion is silently gone for whoever turns that on. Please read fused_moe.backend.use_flashinfer there, as test_moe_backend.py:4457 does on the leaf, or drop the parameter.
The reason will be displayed to describe this comment to others. Learn more.
Done in 9af3639: test_moe_module.py now reads use_flashinfer from fused_moe.backend (falling back to the module itself when it is not wrapped), so the FlashInfer capture/replay exclusion applies to FlashinferTrtllmGenBf16Impl again.
The reason will be displayed to describe this comment to others. Learn more.
[Nice to have] The docstring now says each leaf admits its own format, but the test only asserts that another format is rejected (:608-609). In this file only the nvfp4 (:767-781), w4a8_nvfp4_fp8 (:718-727) and SiTu-capable leaves (:807-831) are ever shown eligible, so the fp8_block_scales, w4a16_mxfp4, w4a8_mxfp4_fp8 or bf16 leaf could start rejecting its own format with these CPU tests still green. Please also assert verdict.eligible for the leaf's own quant, as test_marlin_leaf_admits_the_format_it_publishes (:975-985) does for Marlin.
The reason will be displayed to describe this comment to others. Learn more.
Done in 9af3639: the test first asserts can_implement is eligible for the leaf's own quant (None for the bf16 leaf) under the FlashInfer-enabled deployment, as the Marlin test does, then keeps the other-format rejection. All seven ids pass.
The reason will be displayed to describe this comment to others. Learn more.
[Nice to have] Two statements in this docstring don't match the code. "Every quantized leaf runs on TRTLLMOpBackend" misses the W4A8_NVFP4_FP8 and W4A8_MXFP4_FP8 leaves, which call their torch.ops.trtllm runners directly (trtllm_gen/trtllm_w4a8_nvfp4_fp8.py:117, trtllm_gen/trtllm_w4a8_mxfp4_fp8.py:77), so a check or argument added to TRTLLMOpBackend on the strength of this sentence would skip them. And the TRTLLM-16387 note (:25-26) still says "Provider choice now happens in can_implement plus IMPL_PRIORITY", although each format now has one leaf with a fixed provider. Please reword both.
The reason will be displayed to describe this comment to others. Learn more.
Reworded in 9af3639: the docstring lists the four leaves that run on TRTLLMOpBackend, says the W4A8_NVFP4_FP8 and W4A8_MXFP4_FP8 leaves call their torch.ops.trtllm runners directly so a check added there does not reach them, and the TRTLLM-16387 note now says each format has one leaf with a fixed provider.
The reason will be displayed to describe this comment to others. Learn more.
[Nice to have] This rule, repeated in MOE_DEVELOPER_GUIDE.md:340-342, says a format on a runner op of its own gets no per-quant class, yet FP8_BLOCK_SCALES is alone on run_fp8_block_scale_moe and keeps TRTLLMGenFp8BlockScalesBase (fp8_block_scale.py:39) with a single subclass, while W4A8_NVFP4_FP8 and W4A8_MXFP4_FP8 follow the rule. Whoever adds the next format gets two contradicting precedents. Either state what the fp8 layer is actually kept for (the narrowed clamp ABI and shared-expert fusion) or fold it into TrtllmTrtllmGenFp8BlockScalesImpl.
The reason will be displayed to describe this comment to others. Learn more.
Agreed, the two precedents conflict. Either answer (state what the fp8 layer is kept for, or fold it into TrtllmTrtllmGenFp8BlockScalesImpl) touches the same classes as folding the single-subclass parents you raised on fp4_block_scale.py, so I'll settle both under TRTLLM-16387 and keep this PR to the removal.
The reason will be displayed to describe this comment to others. Learn more.
[Nice to have]use_flashinfer is now True for one leaf only, and its only production reader is the provider branch in supports_moe_output_in_alltoall_workspace (:403-409). Overriding that method to return False in FlashinferTrtllmGenBf16Impl would let this ClassVar go, along with stale readers like test_moe_module.py:770. Separately, find_trtllm_gen_leaf (__init__.py:112-117) returns the first provider hit and keeps the disjoint-formats invariant only in its docstring; asserting at most one match would turn a future overlap into an error instead of silently returning the native leaf.
The reason will be displayed to describe this comment to others. Learn more.
Both make sense. Dropping the ClassVar means overriding supports_moe_output_in_alltoall_workspace on the bf16 leaf and moving its remaining readers (test_moe_backend.py, the provider-agreement test), and the single-match assert changes find_trtllm_gen_leaf's contract, so I'll do both under TRTLLM-16387 with the other structural cleanups. The stale test_moe_module.py reader is already fixed here.
The reason will be displayed to describe this comment to others. Learn more.
[Nice to have] With one leaf per format, TRTLLMGenNvfp4Base, TRTLLMGenW4a16Mxfp4Base, TRTLLMGenW4a8Mxfp4Mxfp8Base and TRTLLMGenFp8BlockScalesBase each have a single subclass, and the reason given here for splitting SiTu across two classes is gone. supports_situ sits on the leaf (trtllm_nvfp4.py:35, trtllm_w4a8_mxfp4_mxfp8.py:44) while situ_scaling_vector_size and _situ_tp_weight_alignment sit on the parent, so a new format that sets only the leaf half passes eligibility (eligibility.py:89) and fails only at construction (e.g. base.py:296). Consider folding these parents into their leaves, here or under TRTLLM-16387.
The reason will be displayed to describe this comment to others. Learn more.
Agreed; with one leaf per format these parents no longer earn their keep, and the split supports_situ / situ_scaling_vector_size declaration is a trap for the next format. Folding them touches every TRTLLM-Gen leaf, so I'll do it under TRTLLM-16387 together with the fp8 base question and keep this PR to the removal.
The reason will be displayed to describe this comment to others. Learn more.
[Nice to have] A few leftovers from the removed FlashInfer runners: MoERejectReason.PATH_NOT_ENABLED (impl_contract.py:348) has no producer; this override only restates the base NotImplementedError (:177-204); TRTLLMOpBackend silently ignores is_sf_8x4_layout/enable_pdl in fp4_quantize/mxfp8_quantize and use_shuffled_weight/weight_layout/enable_pdl in run_fp8_block_scale_moe (:221-302), so a caller setting them gets no effect; the Silu entry in cvt_activation_type (:598) is unreachable since the bf16 leaf admits only Swiglu/Relu2; and check_flashinfer_shard_alignment (one caller, one value) is still exported from trtllm_gen.__all__ (__init__.py:151). Fine to drop these here or in a follow-up.
The reason will be displayed to describe this comment to others. Learn more.
Thanks for the list. I'll take these in the TRTLLM-16387 follow-up with the op-backend vtable collapse, which reworks the TRTLLMOpBackend signatures and the bf16 runner's activation mapping anyway.
The reason will be displayed to describe this comment to others. Learn more.
[Nice to have] This walks all seven ids and continues past six to reach the only FlashInfer leaf, and if the filter ever matched nothing it would pass without asserting anything. Please test FlashinferTrtllmGenBf16Impl directly and make the name and docstring singular. Similarly, test_trtllm_gen_registers_exactly_seven_identities (:555) carries the count in its name, so every added or removed leaf forces a rename; naming it after _TRTLLM_GEN_IDS avoids that.
The reason will be displayed to describe this comment to others. Learn more.
Done in 9af3639: test_flashinfer_bf16_leaf_reports_dep_missing_without_the_wheel targets FlashinferTrtllmGenBf16Impl directly, and the count test is now test_trtllm_gen_registers_exactly_the_listed_identities.
The reason will be displayed to describe this comment to others. Learn more.
[Nice to have] Dropping the top_k % 8 skip above also generates BF16 TRTLLM NVLINK_TWO_SIDED cases for TEP, DTP and TTP, where CommunicationFactory.create_strategy returns None or AllGatherReduceScatter before it looks at the forced method (communication_factory.py:159-165), so those runs repeat the unforced ones under another id and only add local run time. The quantized formats already have the same duplication, so this is a generator nit: emit forced comm-method variants only for DEP, where the factory honours them.
The reason will be displayed to describe this comment to others. Learn more.
Agreed, the forced TEP/DTP/TTP variants only repeat the unforced runs. The quantized formats share the same generator, so I'd rather fix it for all of them in a separate test-only change than special-case BF16 here.
The current test covers the helper, but not the call from collect_moe_environment. Add a focused test that sets TRTLLM_GEN_FUSED_MOE_USE_FLASHINFER, calls collect_moe_environment(force=True), and asserts removed_env_TRTLLM_GEN_FUSED_MOE_USE_FLASHINFER. This catches removal of the collector call while preserving the direct helper test for value handling.

Thanks @sunnyqgg for the thorough review. Rebased onto main a7e88dee4a and pushed 9af3639b11; the third commit has the review changes (the earlier 81ee87a866 is now a681852fe4). Inline items are answered in their threads; the PR-level ones:
Overlapping PRs. None of them has landed yet. Against this branch: #19806 conflicts in trtllm_gen/eligibility.py, moe_test_utils.py and test_moe_backend.py, plus a modify/delete on trtllm_gen/flashinfer_fp8_block_scales.py; #20768 only in test_communication_factory.py; draft #21212 edits nvlink_two_sided_flashinfer.py, which this PR deletes. @Dorijan10@yijingl-nvidia heads-up: whichever lands second rebases. If this PR lands first, #19806's new cpu_only test has to drop the FlashinferTrtllmGenFp8BlockScalesImpl parameter and the TRTLLM_GEN_USE_FLASHINFER env flag, and #21212 drops its edit to the deleted file; if #19806 lands first, I'll remove its FlashInfer fp8 changes on my side. Happy to go either way.
Description. Test Coverage now reports results on 9af3639b11 against the L0_PostMerge/3055 wheel, and the multi-GPU BF16 numbers say which commit they were measured on and that only the 12 DEP cases construct NVLinkTwoSided. I also fixed the incorrect lines in the generated block (test_moe_impl.py runs via cpu_only / l0_cpu.yml; fp4_block_scale.py inlines the same predicate).
@coderabbitai re the outside-diff finding on communication_factory.py:373-377 (num_experts / num_slots % 4 in NVLinkTwoSided): this is not a regression from this PR. The removed NVLinkTwoSidedFlashinfer hit the identical check in FlashInfer's moe_prepare (csrc/trtllm_alltoall.cu), and native NVLinkTwoSided has the same constraint today for every backend that uses it (moeCommOp.cpp:169-170); auto-selection also tries NVLinkOneSided first. Moving the check into the constructor changes strategy selection for all backends, so it belongs in a separate change.

@rosong11 Thanks for the clarification. I withdraw the outside-diff finding as a regression attributed to this PR.
At 9af3639b11, I confirmed that:
moeCommOp.cpp, Line 169 and Line 170, requires both expertCount and slotCount to be divisible by 4.
CommunicationFactory.create_strategy tries NVLinkOneSided before NVLinkTwoSided.
Given your explanation that the removed FlashInfer path had the same constraint, moving validation into the constructor belongs in a separate change. That change would affect fallback selection beyond this PR.
The commit-specific test reporting and overlap plan also clarify the PR scope. Would you like me to open a follow-up issue for constructor-time validation?
…es and FlashInfer two-sided alltoall
The four quantized FlashInfer TRTLLM-Gen leaves (nvfp4, fp8_block_scales,
w4a16_mxfp4, w4a8_mxfp4_mxfp8) were only selectable behind the
TRTLLM_GEN_FUSED_MOE_USE_FLASHINFER opt-in, which nothing in the repo or CI
sets. Their native siblings share the same quant methods and weight layouts
and admit a strict superset of problems (SiTu/Relu2, DeepSeekV3/Default
routing, expert bias, fused shared experts, FP8 clamp, output in the
all-to-all workspace, no extra shard-alignment gate).
Remove those leaves, their eligibility gates, the opt-in flag, the
quantized FlashInfer op-backend methods, and the provider-pair lookup
helpers. Each TRTLLM-Gen format now has exactly one leaf; the unquantized
FlashinferTrtllmGenBf16Impl stays because TRT-LLM ships no bf16 x bf16
batched-GEMM cubins.
Also remove NVLinkTwoSidedFlashinfer, a port of the native MnnvlMoe
two-sided alltoall that was only picked for FlashInfer leaves. The bf16
leaf now uses the native NVLinkTwoSided, which also drops the FlashInfer
version's top_k % 8 row-alignment restriction.

A deployment that still exports TRTLLM_GEN_FUSED_MOE_USE_FLASHINFER now gets
a one-time warning from collect_moe_environment() that the variable was
removed and has no effect, and the 1.4 release notes record the removal.
Tests: the renamed tests are annotated `-> None`; the own-format test now
also asserts each TRTLLM-Gen leaf admits its own format; the FlashInfer
dep-missing test targets the bf16 leaf directly; the identity-count test no
longer carries the count in its name; test_moe_module reads use_flashinfer
from the leaf ConfigurableMoE holds, since the wrapper no longer mirrors it.
Docs: moe_op_backend names the two W4A8 FP8-activation leaves that call
their runners directly and drops the provider-choice note; the resolution,
eligibility, __init_subclass__ and code-map comments no longer describe the
removed provider pair.

KV cache manager V2 is the default (`use_kv_cache_manager_v2=True`). During the migration period V1 keeps working and logs a one-time warning when it is constructed, including when `use_kv_cache_manager_v2="auto"` resolves to it and when sleep mode (`sleep_config`), which V2 does not support yet, falls back to it. See the [deprecation policy](https://github.com/NVIDIA/TensorRT-LLM#deprecation-policy).

The Python transceiver is the default (`transceiver_runtime="PYTHON"`); it runs on the NIXL backend with KV cache manager V2, so deployments on the UCX, MPI or MOONCAKE backend must move to NIXL. The C++ NIXL transfer agent that the Python transceiver uses is not affected. During the migration period the C++ transceiver keeps working and logs a one-time warning when it is constructed, including when `transceiver_runtime="auto"` resolves or falls back to it. See the [deprecation policy](https://github.com/NVIDIA/TensorRT-LLM#deprecation-policy).
- **Migration prerequisites:** Sleep mode, RocketKV, and skip-softmax still require KV cache manager V1. Quantized formats always run the native TRT-LLM kernels, which accept every configuration the FlashInfer path did; the unquantized BF16 path still runs on FlashInfer and now uses the native `NVLinkTwoSided` all-to-all. Setting the variable has no effect and logs a one-time warning; deployments should drop it.

Dev Engineer Review
The change removes four quantized FlashInfer TRTLLM-Gen MoE leaves and their provider-specific eligibility gates. Quantized formats now resolve to native TRTLLM leaves. The unquantized BF16 FlashInfer leaf remains.
The change removes
TRTLLM_GEN_FUSED_MOE_USE_FLASHINFER, quantized methods fromFlashinferOpBackend, provider-pair lookup helpers, andNVLinkTwoSidedFlashinfer. The communication factory API no longer acceptsuse_flashinfer; two-sided NVLink now selects nativeNVLinkTwoSided. Callers that use removed APIs or implementations require updates. The NVFP4 padded-method check is now explicit in
fp4_block_scale.py. It includesSiTu,Relu2, andSilu. The change also removes a FlashInfer-specific exclusion from shared-expert fusion eligibility. Verify these paths, as well asuse_low_precision_moe_combinebehavior for BF16, on supported configurations. The author reports B200 test results and multi-GPU BF16 results, but these are not verified as completed checks on the current head. Reported CI statuses are mixed, with both successful and failed or unstable pipelines. Current-head test and CI results: not available.

The TRTLLM MoE backend had two providers for most quantized formats: the native
trtllmops and FlashInfer's TRTLLM-Gen wrappers. The four FlashInfer leaves (nvfp4,fp8_block_scales,w4a16_mxfp4,w4a8_mxfp4_mxfp8) were only selectable behind theTRTLLM_GEN_FUSED_MOE_USE_FLASHINFER=1opt-in, which nothing in the repo, test lists, examples or perf configs sets. The only test that ran them pinned the class directly. The native leaves fully cover them. Both providers share the same quant methods, so weight layouts are identical, and the native leaves admit a strict superset of problems:
gemm1_clamp_limitNotImplementedErrorThis PR removes:
check_flashinfer_provider,check_mxfp4_flashinfer_shape).MoEEnvFlag.TRTLLM_GEN_USE_FLASHINFER(TRTLLM_GEN_FUSED_MOE_USE_FLASHINFER). Setting it now has no effect; quantized formats always use the native leaf.collect_moe_environment()logs a one-time warning when the variable is still set, and the 1.4 release notes record the removal.FlashinferOpBackend(it keeps onlyrun_bf16_moe), and the provider-pair lookup helperstrtllm_gen_leaves_in_resolution_order/_providers_to_try.NVLinkTwoSidedFlashinfer, a port of the nativeMnnvlMoetwo-sided alltoall that was only chosen for FlashInfer leaves (use_flashinfer). The unquantized leaf now uses the nativeNVLinkTwoSided, which also lifts the FlashInfer version'stop_k % 8 == 0row-alignment restriction.Behavior change for the unquantized leaf: on native
NVLinkTwoSidedthe BF16 leaf now honoursuse_low_precision_moe_combine(an NVFP4 combine of the BF16 output, as CUTLASS BF16 layers already get on this strategy), whereNVLinkTwoSidedFlashinferasserted it off. SoTRTLLM_FORCE_COMM_METHOD=NVLINK_TWO_SIDEDplus that knob used to fail at startup for the BF16 leaf and now runs, and auto-selection no longer falls through to the next strategy; this reaches, for example, the unquantized MTP layer of a DeepSeek NVFP4 checkpoint withmoe_backend: TRTLLM. Whether the knob should apply to unquantized layers at all is a cross-backend question left to the per-layer quant config work (#20768).Kept:
FlashinferTrtllmGenBf16Impl. TRT-LLM's trtllm-gen cubins include no bf16 x bf16 batched GEMM, so the unquantized TRTLLM path still needs FlashInfer'strtllm_bf16_moe. Each TRTLLM-Gen format now has exactly one leaf.MoEDep.FLASHINFERstays for the SM120/121 B12x backend.MOE_DEVELOPER_GUIDE.mdand thetrtllm-moe-developskill reference are updated to match. No LLM-args or serve-schema changes.Test Coverage
