Thanks for working on this! The scheduler-side fix (rank 0 keeps the output, other ranks return zeros, the caller's all-reduce adds it back) looks good to me.
Main concern is the CUDA-graph gate. Graphs are on by default, so with default settings neither nvbug is actually fixed, and MiniMax-M3 TEP now falls back to CUTLASS. Details inline.

Drop the TEP + CUDA-graph rejection and run the Kimi-K3 DSpark TEP8 accuracy test with CUDA graphs again. The strict-resolution test now checks the MoE tensor-parallel rejection detail instead. Signed-off-by: peihengh <259410613+peihu-nv@users.noreply.github.com>

Cherry-pick of NVIDIA#20055 to release/1.3. MegaMoE CuteDSL under TEP (attention TP + MoE EP) was gated to MiniMax-style models because the fused kernel returns a globally combined routed output that other model wrappers would all-reduce again. ConfigurableMoE now exposes returns_global_routed_output, callers opt in with accepts_global_routed_output, and FusedCommMoEScheduler hands a rank partial to callers that reduce externally, so the gate is removed. Kimi-K3 and MiniMax-M3 opt in. Strict MoE resolution failures now include each candidate's rejection reason. Unwaive the Kimi-K3 DSpark TEP8 accuracy test. Description
Fixes https://nvbugs/6892493 and https://nvbugs/6926752.
Since #18605, MegaMoE CuteDSL rejects attention-TP + MoE-EP (TEP) for every model except MiniMax-M3. Kimi K3 TEP8 then fails at construction (it disallows fallback), and other NVFP4 models silently fall back to CUTLASS.
The gate guarded a real problem, but at the wrong layer. Under TEP an external-comm backend returns a rank partial that the model all-reduces together with the shared expert, while the fused kernel returns the already combined routed output on every rank, so that all-reduce would count it
tp_sizetimes. This PR moves the fix to the scheduler, as suggested on the bug:MegaMoECuteDsl.can_implementdrops the per-model TEP gate and keeps the real kernel limits (MoE TP = 1, cluster size 1, ADP withep_size == parallel_size).FusedCommMoESchedulerfollows the external-comm output contract: under TEP withreduce_results=Falseit keeps the output on TP rank 0 and returns zeros on the other ranks, so the caller's existing all-reduce restores it exactly.reduce_results=Truecallers (and module-level users likebench_moe) still get the global output.accepts_global_routed_output=Trueand keep their current path.accuracy/test_kimi3.py::TestKimiK3DSpark::test_gsm8k_tep8.Test Coverage
tests/unittest/_torch/moe/test_moe_backend.py: TEP is eligible for MiniMax, Kimi and plain SwiGLU at TP2/TP8; MoE TP > 1 is still rejected; the per-rank outputs all-reduce back to the global output exactly; the output stays global forreduce_results=True,accepts_global_routed_output=True, attention DP and a single rank.TestKimiK3DSpark::test_gsm8k_tep8runs in the GB300 8-GPU 2-node post-merge stage (registration and timeout unchanged).PR Checklist
