What

  • Read incomplete_details.reason: "content_filter" in the buffered and stream Responses decoders and map it to StopReason::ContentFilter.
  • Report a ContentFilter stop as status: "incomplete" with incomplete_details.reason: "content_filter" in the buffered and stream Responses encoders. The buffered encoder also marks the output item itself incomplete.
  • The stream decoder carries the Anthropic spelling (refusal) for a content-filter incomplete, the way the token-limit path already carries max_tokens.

Why

Closes #911. A Responses backend that ends a response with status: "incomplete" and incomplete_details.reason: "content_filter" reached Anthropic clients as stop_reason: "end_turn" when buffered and as max_tokens when streamed, and Chat clients as finish_reason: "stop" or "length". The other direction lost the stop too: a Chat content_filter or an Anthropic refusal reached Responses clients as status: "completed". The mapping follows the one #370 set for Chat and Anthropic, where a refusal stop decodes to ContentFilter.

Tests

New tests cover both directions, buffered and streamed:

  • responses_content_filter_translates_across_formats (buffered)
  • responses_content_filter_incomplete_event_translates_to_moderation_stops (streamed)
  • moderation_stops_translate_to_responses_content_filter_incomplete_event (streamed)

All three fail on unmodified main and pass with this change.

  • cargo test -p switchyard-translation: all tests pass
  • cargo test --workspace: 963 passed, 0 failed
  • cargo clippy --workspace --all-targets -- -D warnings: clean
  • cargo fmt --all --check: clean

Summary by CodeRabbit

  • Bug Fixes
    • Content-filtered responses now retain their moderation status when translated between OpenAI Responses, OpenAI Chat, and Anthropic Messages formats, including during streaming.
    • Incomplete responses caused by output-token limits continue to be distinguished from those blocked by content filtering.

Walkthrough

Responses codecs now preserve content-filter stop reasons in buffered and streamed translations. Chat content_filter and Anthropic refusal stops translate to incomplete Responses output with reason content_filter.

Changes

Content-filter stop translation

Layer / File(s) Summary
Buffered stop translation
crates/switchyard-translation/src/codecs/responses/buffered.rs, crates/switchyard-translation/tests/response_translation.rs
Buffered Responses decoding maps content_filter to StopReason::ContentFilter. Encoding maps ContentFilter to incomplete Responses output and marks the output message incomplete. Tests cover translations between Responses, Chat, and Anthropic formats.
Streamed stop translation
crates/switchyard-translation/src/codecs/responses/stream.rs, crates/switchyard-translation/tests/stream_translation.rs
Responses stream decoding maps content_filter to refusal; stream finalization maps content_filter and refusal to an incomplete event with reason content_filter. Tests cover translations between Responses, Chat, and Anthropic formats.

A rabbit hops through filtered streams,
And keeps each stop reason in view.
“Refusal,” “content_filter,” shine clear,
In buffered paths and live ones too.
The rabbit nibbles clover, pleased.

🎯 Functional Correctness | 🟠 Major | ⚡ Quick win

Preserve ContentFilter when the response has no output items.

If an incomplete response has "reason": "content_filter" and "output": [], this line sets stop_reason to ContentFilter. The no-output branch at Lines 379-387 then replaces it with EndTurn. Chat and Anthropic clients receive a normal finish instead of a moderation stop. Use the response-level stop reason in that branch; default to EndTurn only when no reason was decoded.

I filed #911 and had a fix for it locally, so I ran my two tests against cca80404. I wrote them separately from yours: one buffered, one streamed, each covering both directions. Both pass on this branch, along with your three and the #370 ones. On main the buffered one fails.

The only difference from my fix is in the stream decoder. You carry refusal for a content-filter response.incomplete, and I carried content_filter. The stream encoders map both spellings the same way (Chat turns refusal into content_filter at openai_chat/stream.rs:483, Anthropic turns both into refusal at anthropic/stream.rs:699, and your Responses encoder turns both into content_filter), so clients see the same thing either way. Yours also matches the existing "Anthropic spelling" comment on that arm, so I won't open a second PR.

I only ran the two translation test files, filtered on content_filter, not the whole workspace.
