This PR adds TMS bias correction files for the S02, S05, S06, and S07 TMS sensors. The *.satbias.nc and *.satbias_cov.nc files are zeroed out to begin. Thanks to @xyzemc's GSI runs, we have *tlapse.txt files available for S02, S05, and S06. I copied S07 from S06 for the tlapse file. As of now, there is not a better path forward to generate/create new tlapse files. See this issue for more details.
