This is a new version of the closed PR #949 where the MPAS-Model updates are not robust for all situations.
Now we have resolved that issue and the MPAS-Model is able to handle all situations.

Previously, MPASJEDI cannot write analysis into
init.ncat cold-start cycles due to global attribute mismatch (see issue ufs-community/MPAS-Model#176).With a recent MPAS-Model update (RRFSx/MPAS-Model#12 and ufs-community/MPAS-Model#177), we can now write analysis into
init.ncdirectly.This PR includes those MPAS-Model changes, retire the previous temporary
ncksmethod, modifies rrfs-workflow accordingly.It has been thoroughly tested with 12 cycles conus12km jedivar experiments and getkf experiments.
