Fixing tooltip placement and UI improvements

Changes are:

1. Fix tooltip placement to appear right of (i) icon in all tabs. (Right placement of information tool tip #235 )
2. Add hover tooltips to navbar (Home, About SMECS, Hints)
3. Fix legals page to be scrollable
4. Small edit to About SMECS page

Thanks for the changes.
Please move all the style into CSS file, for example, the changes in legals.html.
Also, base.html contains some styles. Please move those into CSS as well.
