not exactly sure about this one? i think noncrew have no outlines. why would crew have outlines while not having outlines? why am i doing this?

there were a few missing spaces here. also a mention of the supermatter engine, which doesnt exist here but im trying my best to not delete a SINGLE WORD from these
technically its rule 3 because admins have final say is rule 0 in game but referred to as rule C1 on the repo. so all my names have been one number higher! zwoo!

went over the rules because i heard about a mistake in silicon section, fixed what i could notice.

im the grammar mistake guy!! i fixed the energy magnum so now i gotta do this

a few lines of text changed, i know im messing with the RULES so i tried to keep stuff that wasn't very obviously broken intact. you should probably point out mistakes if you see them, even if i only really modified the wording of purged silicons (by like 2 words) (you can check) i am also fine if this is not merged
