Add specific package definitions in Registry and activate them in li_setup_packages based on calving/source and uplift namelist logic. Restart variables no longer always active: - eigencalvingParameter - groundedVonMisesThresholdStress - floatingVonMisesThresholdStress - calvingStrainRateScaling - crevasseWaterDepth - calvingMask - upliftRate - damage - calvingVelocityData - damageMax

Add specific package definitions in Registry and activate them in li_setup_packages based on calving/source and uplift namelist logic. This will nontrivially reduce the size of restart files and improve data management on long and high-res runs.
