Summary

• Add GitHub Actions checks for lint, builds, type checking, and API/web/gateway unit tests.
• Run repository, HTTP, intercepted-browser, and full-stack browser tests against a disposable PostgreSQL service.

Validation

• API ESLint (without --fix), web lint, workspace build, browser typecheck
• API unit: 427 passing; web: 446 passing; gateway: 5 passing
• GitHub Actions PR run will validate the PostgreSQL and Chromium jobs before merge.

Deployment and data

CI reads no production secrets and uses devlog_test in a job-scoped PostgreSQL container. The existing Vercel production project and Neon data are unchanged by this PR until merge.
