What does this pull request do?
This PR fixes two bugs with Xolotl:
His pets now appropriately despawn at 4:00 if not engaged just like he does per retail captures.
Xolotl now no longer pops on server restart.
Steps to test these changes
Boot up server, wait until 20:00+, and see Xolotl no longer spawns the first night. Then wait until 4:00 without engaging and see Xolotl + pets despawn.
