Updates the tools/rust_api pointer to include the source-build fix from LadybugDB/ladybug-rust#41 (generate lbug.hpp so the partition routing shim compiles when building from source). Fixes the deploy-rust failure: fatal error: lbug.hpp: No such file or directory.
Depends on LadybugDB/ladybug-rust#41 — merge that first, then retarget this pointer to the merged SHA if needed.
