Motivation

• Provide an operational, measurable modernization loop that prioritizes user-cycle fluidity from a minimal stable baseline through hardening to scale.
• Define clear gates, KPIs, and deliverables so teams can progress only after objective validation.
• Embed a daily-derived metrics layer to enable short feedback cycles and automated decision rules.

Description

• Add artifacts/governance/qea-iteration-plan.md containing the full QEA Iteration Plan with Operating Principle, Program Cadence, Level 1 (MVP Stabilization), Level 2 (Hardening & Performance), and Level 3 (Scale, Intelligence) sections.
• Define explicit KPIs, deliverables, and exit criteria for each level along with derived metrics (CFI, RPS, SDI, DSI) and daily decision rules.
• Include Ownership Matrix and a 10-day activation checklist to drive initial rollout and responsibilities.

Testing

• No automated tests were run because this is a documentation-only change.
