Overview
Bumps the UniFFI toolchain used by kable-btleplug-ffi from 0.31.1 to 0.31.2. The diff is Cargo.lock only: uniffi and its related crates (uniffi_bindgen, uniffi_build, uniffi_core, uniffi_macros, uniffi_meta, uniffi_pipeline, uniffi_udl, uniffi_internal_macros) get new versions and checksums.

Cargo.toml already pins uniffi at 0.31.0 for both runtime and build dependencies, so this is a routine patch resolution with no Rust source or FFI binding changes in the PR.
