Curate the public Void Reckoning baseline

What changed

• remove 1,851 tracked build, Rust target, log, and database artifacts
• expand ignore rules so generated output does not return
• replace the marketing-heavy README with a concise alpha status, verified setup, limitations, and AI-assistance disclosure
• rewrite the maintained project-structure and testing notes, and add a status index for older documentation
• repair namespace package discovery, the installed CLI entry point, Python/version metadata, and runtime dependency metadata
• make doctrine validation fail visibly when it cannot run
• make direct EventBus construction preserve the singleton and its subscriptions
• add a narrow GitHub Actions smoke workflow and regression test

Why

The public repository mixed genuine simulation work with generated binaries, stale claims, broken links, and packaging that installed successfully but produced a broken console command. This change makes the first public-facing screen match the behavior that can currently be reproduced.

Impact

The checked-out Git tree drops from approximately 537.58 MiB to 18.88 MiB. Existing Git history is not rewritten. The separate dirty development checkout and its uncommitted playable-client work were not included in this branch.

The complete historical test suite is still not green; the README now says so explicitly.
