cli: glob matching zero files silently generates empty output, exit 0 #16

Lane: CLI/UX (sweep 3, F2)
A glob matching zero files leaves files = [] (cli/pbjs.js:319-326), root.loadSync([]) succeeds, and the target emits an empty bundle with exit 0. A typo'd glob in a build script produces an empty codegen artifact with a green build. Reproduced: pbjs -t json 'nonexistent*.proto' > out.json → {}, exit 0.

Verdicts: both Confirm Strong — build-script landmine.

Upstream: no hits.

Decision question: Adopt — error with nonzero exit when a glob expands to zero matches?
