Add Poetry for dependency management #161

🚀 Feature
Poetry is used for python packaging and dependency management. Look at guide on how to initialise it.
Make sure these functionality works:

@PradyumnaKrishna did setup until poetry build and built a dist of package but publish requires username password and also dynamic-cli also exist on pypi

Restart triage: P2 — decide the packaging design, not necessarily a Poetry migration. Current setuptools configuration duplicates dependency pins. PR #182 changes the distribution name, omits the existing console-script declaration and has package-placement concerns already noted in review.
Next step: choose one authoritative dependency configuration, preserve the
dynamic-clidistribution anddynamiccommand, and verify a built wheel in a clean install. Migration is optional; reliable packaging is the immediate goal.Source/diff review only; no package build/install was run. Keeping this issue and #182 open.
