This PR aims to:
-- Addition of conditional check to avoid adding Helm Annotations in Gitops enabled install.
-- Update few condition for job
-- Add RBAC for ArgoCD to have permissions to manage & create resources.
-- Adding a new configmap having links to quickstarts & blueprints to be displayed in homepage.
