Extended configuration options

Extends CAPIO-CL runtime configuration so an engine can be built from TOML or caller-provided key/value pairs.

• Adds CapioClConfiguration map construction and Engine(config).
• Adds Parser::parse(config) for JSON-backed or runtime-only engines.
• Namespaces all runtime options under capiocl.*.
• Configures monitor backends and the dynamic API from the supplied configuration.
• Replaces filesystem metadata environment configuration with capiocl.monitor.filesystem.metadata_dir.
• Updates Python bindings, tests, and documentation.
