Adds .github/workflows/fds_nightly.yml, an early warning for changes in the FDS development version, next to the existing release check (fds_compat.yml).

Every Monday (and on manual start) it downloads the latest Linux nightly installer from firemodels/test_bundles, runs tests/cases/fds_inputs/*.fds with it and runs the tests against that output (FDS_FRESH_OUTPUT_DIR), like the release check does for new releases.

For example, the change of the Smoke3D format for FDS 6.11 was in the development version about four weeks before the release.

No notifications: nightly builds are not supported by fdsreader and may contain unfinished changes, so every step continues on error and the run always ends green. The result is in the run's summary (one line per step and the FDS inputs that did not finish), with a warning annotation if something failed. Nothing is committed and no PR is blocked.

The workflow also runs on pull requests that change it, so this PR shows a first run.

Runs tests/cases/fds_inputs/*.fds through the latest FDS nightly build
(firemodels/test_bundles, release FDS_TEST) and the tests against that
output, as an early warning for changes in the FDS development version.
Nightly builds are not supported and may contain unfinished changes, so
the run never fails and sends no notifications; the result is in the
run's summary, with a warning annotation if something broke.
