Fix

Treat an unreadable deployed publication marker as needing repair from the verified upstream manifest. Keep upstream validation strict and retain archive integrity checks before deployment.

Addresses CodeRabbit comment 4344932201 on #10. A corrupt or unavailable current marker should not block ordinary website-push recovery.

Verification

• Updated real HTTP regression failed before the fix, then passed.
• Invalid deployed metadata now requests an update; invalid upstream metadata still fails.
• All 11 tests, Ruff and whitespace checks pass; primary review clean.

Follow-up to #10; contributes to #9.
