Adds the canonical narrowed design-principles block from zackees/ci.yml docs/policy-rust.md ("Design principles, narrowed", forge-ci/ci.yml#163) to the agent doc. Agent/review guidance only: no rule ID, not enforced by ci-lint. Deliberately omits the generic "refactor first, then change behavior" HARD RULE that #163 found harmful. Docs-only. No local gate in this repo (no local-gate.toml).

Adopted / adapted / dropped (forge-ci/ci.yml#163)

The block is the canonical text; "Adapted" means the wording was bound to something this repo already has.

# Baseline rule Decision Reason (this repo)
1 rg before adding a resolver/guard Adopted ~24.6K Rust lines now own build, toolchain, sketch selection, install and server orchestration moved out of Python; duplicate helpers are the likely drift point during that migration.
2 Conflicts get a research issue Adopted The Python shim and Rust CLI historically both implemented the same flows; a research issue is the right venue when a leftover copy disagrees.
3 Behaviour and refactor apart Adopted Toolchain/Emscripten changes are gated on Safari validation; mixed diffs make it hard to see whether a refactor changed effective linker flags.
4 Refactor first only past 50 lines into a >200-line function Adopted build.rs/wasm_build.rs concentrate the compile path; no unrequested restructures elsewhere.
5 Size follows the RUST-018 ratchet Adapted The workspace Cargo.toml does not yet set too_many_lines/cognitive_complexity; the directive states clippy's ceilings as the target until it does.
6 Fail fast; delete before abstracting Adapted Reconciled with the existing Conventions bullet ("fail-loud behavior over silent Python fallbacks"), which now points at the directive instead of restating it.
7 Existing boundaries over generic DRY Adapted Names the repo's dylints/ban_std_pathbuf layering lint as an existing boundary.
-- "HARD RULE refactor first", composition over inheritance, Open/Closed Dropped Dropped fleet-wide by #163: refactor-first is contradicted by soldr's regression history (#2559, #1490); the other two give no concrete check in Rust.

Walkthrough

CLAUDE.md changes the native-Rust convention and adds seven design principles for agent and review guidance. The principles address helper reuse, conflicting implementations, refactoring, complexity limits, input validation, and existing platform, layering, and crate boundaries.

Changes: Agent and Review Guidance

Layer / File(s) Summary
Conventions and design principles
CLAUDE.md
The native-Rust convention no longer includes the fail-loud preference. Seven new principles cover helper reuse, conflicting implementations, separating behavior changes from refactors, refactoring thresholds, complexity limits, typed errors and invalid input, and existing boundaries.

Full details: Title check

Explanation

The title names the main change: adopting the fleet's narrowed design-principles directives in the agent documentation (CLAUDE.md). The raw summary and objectives both describe this as a docs-only addition of agent/review guidance, so the title matches the changeset. The title is long at 90 characters, and the parenthetical reference to forge-ci/ci.yml#163 adds detail that is not needed to understand the change. These points are style issues only and do not change the assessment.

Full details: Docstring Coverage

Explanation

No functions found in the changed files to evaluate docstring coverage. Skipping docstring coverage check. Docstring coverage is scoped to functions touched by this diff. Analyzed 0 functions across 0 files. (1 skipped: 1 unsupported.)

Remove the stale fail-loud reference from the native-Rust convention.

The PR objective says that the native-Rust convention no longer includes the fail-loud preference. This line still includes it. Keep the native-Rust preference here and leave the separate boundary rule in Design principle 6.

2. **Conflicting implementations get a research issue, not an inline winner.** If the same concept is implemented more than once with observably different behaviour and fixing it needs a design decision, file `research: N conflicting implementations of X -- which is canonical?` listing every copy (`file:line`) and what the difference does to real input; cross-reference it and carry on with your task. Copies that behave identically are a refactor, not an issue.
3. **Keep behaviour changes and refactors apart.** Separate commits, preferably separate PRs, never one mixed diff.
4. **Refactor first only when you would grow a giant function.** If a fix would add more than 50 lines to a function already over 200 lines, extract first in a separate behaviour-preserving change with characterization tests written first (RED -> GREEN). Otherwise fix it where it belongs; no unrequested restructures.
5. **Function and file size follow the complexity ratchet (`RUST-018`).** Until it is wired into this workspace's `Cargo.toml`, new functions stay under clippy's `too_many_lines` (100) and `cognitive_complexity` (25). A function carrying an `#[expect]` must not grow; delete the `expect` once it is back under. Never split a file with `include!` fragments to dodge a length ceiling. Before splitting a hot file, check `git branch -a --contains` for in-flight branches -- a split is a rename and conflicts destructively.

Use a path-aware branch comparison instead of git branch -a --contains.

git branch -a --contains lists branches that contain a commit, which defaults to HEAD. It does not identify in-flight branches or inspect whether those branches modify this file. The documented check can therefore miss the conflicts it is intended to detect.

This correction targets the command contract stated in the directive.
