Handle unset personal details before opening threads
When personalDetails is undefined (still possible because OnyxEntry<PersonalDetailsList> allows it, and the updated callers pass values from Onyx/context before hydration), this now returns no participant logins instead of falling back to the module's hydrated personal-details cache. In that case openReport is called with an empty emailList even though currentUserLogin is available, so cold-start/deep-link or inline-edit thread creation can open/create the transaction thread without the expected participants.
