Release v1.6.0: version bump + changelog - #523

Bump Chart.yaml version/appVersion and values.yaml image.tag to 1.6.0, and promote the CHANGELOG [Unreleased] section to [1.6.0] (2026-10-13). v1.6.0 is a minor release carrying everything merged since v1.5.1: #491 cron-scheduled collection, #490 d/w duration units, #494 opt-in S3 date-partitioned delivery, #451 enforced STDD CSI gates, #505 per-mode upgrade docs, #503 snapshot-format compatibility policy, #492 signalsctl --help token-leak fix, #489 readable interval log, #480 canonical cut-release.sh, #297 EKS add-on aws_mp_configuration_schema.json, plus the earlier pending Docker Hub / Go-toolchain items. The new chart ships aws_mp_configuration_schema.json, which is re-hosted to the Marketplace ECR and submitted as a new EKS add-on version to remediate the add-on configuration gap (#297/#236). Part of #522. Version lockstep (Chart version == appVersion == values image.tag == 1.6.0) and the CHANGELOG [1.6.0] section satisfy the release.yml pre-tag gates.
