Summary

Freeze the exact 120-issue Drips Stellar Wave candidate set after the final pre-activation reconciliation.

Candidate set

Audit result

  • 120 open candidates
  • 37 × 100 points
  • 61 × 150 points
  • 22 × 200 points
  • 17,250 planned points
  • 7,750 points reserved from the 25,000 allocation
  • no missing required metadata
  • no unresolved internal dependencies
  • no dependency cycles
  • no current assignees
  • no candidate currently carries Stellar Wave
  • 10 protected-surface candidates grouped for conservative serialization

Changes

  • add a machine-readable activation manifest with all 120 exact issue numbers, metadata, dependencies, assignment tiers and conflict groups
  • add a human-readable pre-activation audit and launch procedure
  • distinguish Wave inclusion from contributor assignment sequencing: all 120 belong to the Wave when authorized, while dependency tiers control acceptance/assignment order

Repository metadata reconciliation

The missing actual point labels were restored directly on the 119 existing SW issues. #235 received points: 100. No Stellar Wave label was added.

Validation

  • candidate count = 120
  • point total = 17,250
  • required metadata complete
  • dependency references resolve
  • dependency graph is acyclic
  • assignee count = 0
  • active Wave label count = 0
  • JSON manifest parses

Non-activation guarantee

This PR does not activate issues, assign contributors, reopen #215, merge contributor work, or distribute points.

Summary by CodeRabbit

  • Documentation
    • Added a frozen activation manifest and pre-activation audit for the Stellar Wave, covering 120 candidate issues, assignment tiers, dependencies, and review safeguards.
    • The documents record a 25,000-point allocation, with 17,250 points planned and 7,750 reserved.
    • Activation remains suspended pending explicit maintainer authorization; the audit specifies the checks required before activation and how work is sequenced afterward.

📝 Walkthrough

The change adds a frozen manifest for 120 Stellar Wave candidates and a pre-activation audit. The documents record the budget, candidate metadata, dependency tiers, protected-surface review rules, and activation procedure. The Wave remains suspended pending explicit maintainer authorization.

This PR changes documentation only and activates nothing. The new budget figures conflict with the existing operations runbook, which could confuse maintainers preparing activation. Update the runbook, or point it to the manifest, before or soon after merging.

🗄️ Data Integrity & Integration | 🟡 Minor | ⚡ Quick win

Update the runbook budget to match the frozen manifest, or the two documents will disagree.

The manifest gives 37 / 61 / 22 issues, 17,250 planned points and a 7,750-point reserve. The new manifest data is internally consistent:

  • 37×100 + 61×150 + 22×200 = 17,250.
  • There are 22 records at 200 points.
  • Tier 0 has 36 records.
  • 16 records have intake_ready: true.
  • 10 records are protected-surface.
  • Each assignment_tier equals 1 + the highest tier among its dependencies.

The unchanged runbook docs/contributing/drips-wave-operations.md (Lines 15-24) still lists 36 / 61 / 23 issues, 17,350 planned points and 7,650 points of headroom. tests/wave-operations.test.ts (Lines 67-73) requires the runbook to contain 17,350. That test still passes, so CI does not catch this conflict.

Maintainers use the runbook before activation. They will see two different budgets. This audit says the manifest is the "source of truth," but nothing in the runbook says so.

Fix: in docs/contributing/drips-wave-operations.md, change the table to 37 / 61 / 22 with subtotals 3,700 / 9,150 / 4,400, total 17,250 and headroom 7,750. In the test, change the expected value to 17,250. If the runbook should stay a historical plan, add a note there that points to this manifest as the current figure.

Proposed test update
   it('documents the approved budget without activating issues', () => {
     expect(runbook).toContain('25,000 points');
-    expect(runbook).toContain('17,350');
+    expect(runbook).toContain('17,250');

Change Line 53 so that it does not start with #96.

Line 53 starts with #96, and markdownlint reports MD018 ("No space after hash on atx style heading") for it. CommonMark does not render #96 as a heading, so the page displays correctly. If the repository runs markdownlint in CI, this line fails the check.

Fix: put a word before the first issue number, or use a list.
