EP001 Phase 6: fix Pages SVG panel rendering

EP001 Phase 6: public Pages packaging correction after PR #39.

Result

• Post-deploy Chromium verification found black panels: SVGs loaded via img cannot fetch external PNG references.
• Embed the existing approved PNG sources only in the disposable deployment checkout, after release validation and before packaging.
• All 49 real panel SVGs match canonical final SVGs apart from image href. No creative generation or source/overlay/approval changes.

Validation

• 34 Node tests pass, including packaging order and exact embedded PNG bytes.
• Five-episode governance, decision queue schema/evidence, EP001 release output (49 panels, QA 43/50), asset policy and git diff checks pass.
• Public browser verification will be repeated after the merged commit deploys.

Asset warnings / Human decisions

• No asset additions or asset-policy warnings in this change.
• User explicitly requested merge and deployment on 2026-09-08. Existing EP001 release scope only.
• EP002 page mapping, its release approvals and EP001 convergence ties remain pending; none is approved by this PR.
