bugfix: Ensure "create" pop up correctly quits

Description

Fix bug where if "Create" menu is opened, canceled + then re-opened it cannot be quit

Test by clicking cancel after opening the Create menu more than once

Uh, I understand that create and quit were correctly removed, bit load and help are still registered? This should be trimmed to cover the existing cases, not removed.

We can but I actually don't like that in prinicipal. It's an extremely constraining test that I don't think is particularly useful as it just checks if a hardcoded list contains the things it's hardcoded to contain
