Overview
Updates Go dependencies (notably go-chia-libs, go-modules, cobra, and x/sys/x/text) to newer versions.

Adjusts network generate to write the hard fork 2 activation height to NetworkConstants.HardFork2Height (renamed from Hard2ForkHeight) when --hard-fork2-height is provided, keeping generated constants compatible with the updated libraries.
