Update go chia libs + add independent logging flag for config edit

Introduces optional independent logging for safer config edits and updates dependencies.

• Adds --independent-logging flag to config edit; when set, calls cfg.SetIndependentLogging() to isolate logging instances; bound via viper
• Dependency updates: github.com/chia-network/go-chia-libs → v1.2.0, github.com/google/go-querystring → v1.2.0 (with go.mod/go.sum changes)
